This is “切手のないおくりもの”, Kitte No Nai Okurimono, meaning a present without stamp by Kazuo Zaitsu. He is a singer song writer and a member of TULIP, music style is a British rock/ folk band in Japan.
It was released in 1978 and is popular still now.
